He holds a Master of Science in Information Systems Management from the University of Maryland Baltimore County and a Bachelor of Science in Finance from Morgan State University. 

Throughout his career, Armsby has demonstrated a strong ability to lead large teams and drive major IT initiatives that enhance organizational capabilities and service delivery. Noteworthy achievements include implementing the NIST Cybersecurity Framework, expanding WAN across multiple facilities, leading CRM modernization projects, and establishing robust asset and change management practices.
